The Arab Spring and the Saudi Counter-Revolution

We return from a recent trip to the region persuaded that the main question engaging people with respect to the “Arab spring” is no longer “who’s next,” but rather “how far will Saudi Arabia go in pushing a counter-revolutionary agenda” across the Middle East? Whether Saudi Arabia is really capable of coping with the momentous changes going on in the region — not just with respect to demands for political change in a number of Arab states, but geopolitically, as well — is a truly profound and important question. To unpack this, it is helpful to take a historical perspective on Saudi Arabia and its traditional national security strategy.

Unlike Iran and Turkey, many Arab states are not, within their current boundaries, “natural” states. Most, in fact, are the creations of colonial powers, at least within their present borders — e.g., Iraq, Jordan, Lebanon, Syria, and the smaller GCC states all fit this bill.

Saudi Arabia, like Egypt, is an important exception to this generalization. But, in contrast to Egypt, Saudi Arabia is not a historically “natural” state. The Saudi state was definitely created — but by indigenous actors, not outsiders.

Saudi Arabia is the product of hard-fought tribal wars and alliances, legitimated by an indigenously generated ideology — that is, the particular form of Islam that has been championed by the al-Saud since the mid-18th century, commonly known in the West as wahhabi (though many Saudis resist the term), and described by many of our Iranian interlocutors as salafi (though that strikes us as a more general term that can apply to Sunni Muslims who do not follow a Saudi-prescribed religious line). Buttressed by its massive oil wealth, the Kingdom of Saudi Arabia has emerged as a formidable, “home grown” political entity.

Since the consolidation of the modern Saudi state in the 1920s and 1930s, the Kingdom has turned to the United States as its principal external security partner. There were two main reasons for the Saudis’ original alignment with Washington: America had no legacy of colonial entanglements in the Middle East, and it was not Britain. At least some Saudi princes believe, to this day, that, but for the British, the al-Saud would have ended up controlling the entire Arabian peninsula, including territories now occupied by the smaller Gulf Arab states. And, in the 1930s, King ‘Abd al-Aziz ibn Saud was worried that London would try to weaken his autonomy and bring the new Saudi state firmly under British influence, along with its Bahraini, Kuwaiti, and other Gulf Arab wards.

The United States seemed the best available hedge against that — so, American oil companies received the first major oil concession in Saudi Arabia, in 1933. After World War II, the Kingdom developed a deep and multi-faceted strategic relationship with the United States. In essence, America and Saudi Arabia both wanted to cooperate in balancing against other external powers seeking to expand their influence in the Persian Gulf — but, during the Cold War, the major external power of concern was no longer Britain but the Soviet Union.

This record helps us understand the principal objectives and major elements of Saudi Arabia’s current national security strategy. The Kingdom wants to have at least a quasi-hegemonic status on the Arabian peninsula; at the same time, it does not want another regional state to attain what it would see as hegemony over the Middle East as a whole. And, even in the post-Cold War period, the Saudis have wanted to see their relationship with the United States as the ultimate guarantee of their security and survival.

Today, that strategy is in crisis on all fronts — and the Saudis are not handling it well.

The strategy is in crisis, first of all, because of Riyadh’s plummeting confidence in the reliability and competence of the United States as a security partner. This dynamic is not, per se, new. The Kingdom grew increasingly disenchanted with various aspects of America’s Middle East policy during the 1990s — disenchantment intensified by the various traumas that fallout from the 9/11 attacks inflicted on U.S.-Saudi relations. (The militancy associated with the religious ideology promoted by Saudi Arabia over decades has generated a number of significant security problems for the United States.)

But the Saudi leadership — including, it would seem, King Abdullah himself — is both enormously angry and deeply unsettled by what it sees as Washington’s abandonment of Egyptian President Hosni Mubarak. Egypt is a critically important state for the Saudi — and it has not always been a friendly one. Mubarak’s predecessors, Nasr and Sadat, both challenged Saudi Arabia, in diametrically different but powerful ways. And now that Egyptian political order, the orientation of which is so strategically consequential for Saudi Arabia, is again up for grabs. So, while Western assessments have tended to criticize President Obama and his Administration for being too slow in supporting “forces of change” in Egypt, from a Saudi perspective the Obama Administration dropped Mubarak much too quickly, squandering opportunities to support him in pushing back against those demanding his removal.

On the regional front, the Saudis are discombobulated by what they see as a rising tide of Iranian influence across the Middle East. The Islamic Republic’s allies have been winning, politically, in key venues — Iraq, Lebanon, Palestine. Historically, the Saudis have never been big fans of pan-Arabism. But, in recent years, senior Saudi princes have, with increasing frequency, denounced what they have come portentously to call Iranian “interference” in “Arab affairs.” Now, with the Arab spring, the Saudis are alarmed that the influence of the Islamic Republic and political forces friendly to it will rise even more dramatically. The Saudis are even more alarmed about the potential geopolitical consequences of these developments — e.g., the high likelihood that post-Mubarak Egypt will enjoy improved relations with the Islamic Republic.

So, as the Saudi state sees itself increasingly “encircled” by multiple and expanding threats, Saudi leaders are doubling down on the fundamentals of their traditional national security strategy — military force to ensure its dominance on the Arabian peninsula, the use of religious ideology to raise sectarian concern about rising Shi’a influence, and putting enormous financial resources on the table (e.g., $30 billion for Bahrain) to further its goals. This approach is clearly reflected in the Kingdom’s response to recent events in Bahrain, culminating in the dispatch of Saudi military forces to repress popular protests there.

But Bahrain is not the only place in the region where the Saudi counter-revolution is being felt. Saudi initiative was critical to bringing about the Arab League’s quasi-endorsement of international military intervention in Libya. That amounts to Saudi endorsement of coercive regime change in another Arab state. Regime change is unacceptable in Bahrain, but OK in Libya — the main thing is, the Saudis have reaffirmed their ability to suck the United States onto their side in regional disputes (at those in which Israel is not taking a position at odds with the Saudis).

Washington’s deference to Saudi anxieties could prove almost as corrosive to the possibility of America making critically necessary adjustments in its own Middle East policies as Washington’s deference to Israel.

Obama’s Dilemma Over Saudi Arabia

There’s a crisis in U.S. policy in the Middle East — and it’s not about Libya. For weeks the Obama administration has been preoccupied with averting a humanitarian catastrophe in North Africa. But on the other side of the region, in the oil-rich Arabian Peninsula, a matter of vital, strategic importance awaits the urgent attention of policymakers.

Over there, the ailing 87-year-old king of Saudi Arabia probably isn’t getting much sleep. Abdullah, this Sunni monarch of monarchs, custodian of the holy mosques of Mecca and Medina, can see the flames of instability and turmoil licking at all his borders. In the south, Yemen is imploding, to the advantage of his al-Qaeda enemies. In the east, Bahrain’s Shiite majority has been in such a state of revolt that Abdullah has already sent armed forces to prevent Iran from establishing a “cat’s paw” on the Sunni Arab side of the Persian Gulf. In the north, Abdullah sees Iraq’s Shiite-dominated government as nothing more than a front for the hated Persians. In the west, a Palestinian majority is demanding that the Hashemite king of Jordan become a constitutional monarch. Meanwhile, Egypt’s Hosni Mubarak, that other Sunni pillar of regional stability, has already been overthrown.

Historically, in times of trouble, Saudi kings have depended on American presidents to guarantee their external security. But at this moment of crisis, Abdullah views President Obama as a threat to his internal security. He fears that in the event of a widespread revolt, Obama will demand that he leave office, just as he did to Mubarak, that other longtime friend of the United States. Consequently, Abdullah is reportedly making arrangements for Pakistani troops to enter his kingdom should the need to suppress popular demonstrations arise.

This presents the Obama administration with a particularly thorny dilemma. Saudi Arabia is the world’s largest oil producer and the only one with sufficient excess production capacity to moderate rises in the price of oil. Instability in Saudi Arabia could produce panic in the oil markets and an oil shock that could put an end to America’s economic recovery (and the president’s hopes for reelection). This would argue for granting an “exception” to Saudi Arabia from the Obama administration’s trumpeting of universal rights. Indeed, the soft criticism of Bahrain’s Saudi-dictated suppression of its people suggests that this has already become U.S. policy.

Yet helping the Saudi king effectively erect a wall against the political tsunami sweeping across the Arab world is not a long-term solution. If there’s one thing that we can now predict with some confidence, it’s that no Arab authoritarian regime can remain immune from the demands of its people for political freedom and accountable government. To be sure, $100 billion in subventions from the palace and the promise of 60,000 jobs can help postpone, for a time, the demands of unemployed Saudi youths. But political freedom, transmitted across borders via cable TV and the Internet, has proved to be a seductive idea. In the end, it will not be assuaged by economic bribes or police-state suppression.

And the Saudi system is fragile. Power is concentrated in the hands of the king and his brothers, who are old and ailing. The Saud family’s legitimacy depends in significant part on its pact with a fundamentalist Wahhabi clergy that is deeply opposed to basic political reforms, such as equal rights for women. The deep structural tensions generated by a 21st-century Westernized elite existing within a 15th-century Saudi social structure have been papered over for decades by oil wealth. If this strange social contract begins to fray, it might tear completely. And over in the eastern quarter, adjacent to Bahrain, where most of Saudi Arabia’s oil reserves are located, sits a restive Shiite minority who have been treated as second-class citizens for decades.

Even if the Obama administration were understandably inclined to leave well enough alone, it cannot afford to do so for other reasons. The Saudis are attempting to erect the wall beyond their borders not only by suppressing the revolt in Bahrain but also by insisting that Jordan’s king not pursue the reform agenda he has promised his people. In effect, Abdullah intends to carve out an exception for all the kings and sheiks — Sunni to a man — in Saudi Arabia’s neighborhood. It might work for a time. But should this dam break, it could generate a sectarian Sunni-Shiite, Arab-Iranian conflict on one side and an Arab-Israeli conflict on the other. It could spell the end of Pax Americana in the Middle East.

For all of these reasons, President Obama urgently needs to negotiate a new compact with King Abdullah. He has to find a way to convince him that defining a road map that leads to constitutional monarchies in his neighborhood, and eventually in Saudi Arabia, is the only effective way to secure his kingdom and the interests of his subjects. Abdullah has been willing to undertake important reforms in the past. But if the king is to be persuaded to embark on this road again, he will need to know that the president will provide a secure safety net of support, rather than undermine him. And he will need to know that the United States will not make a deal with his Iranian enemies at Saudi expense.

Such a compact would be difficult to negotiate in the best of times. It cannot even be broached in current circumstances unless the basic trust between the president and the king can be reestablished. With a budget crisis at home and turmoil in the Middle East, it’s understandable that Obama has had little time for the personal engagement with potentates that does not come naturally to him. But it’s not just Abdullah’s survival that is at stake. A revolt in Saudi Arabia could sink his presidency.

Guarding the Fortress

Saudi Arabia, fortified by its oil wealth, Wahhabi ideology and blanket American protection, finds itself drifting in the uncharted waters of a new Arab awakening fashioned in revolt.

SAUDI ARABIA APPEARS FROM THE OUTSIDE AS A BEGUILING FORTRESS HOUSING A remote Kingdom guarded by robed, well-oiled royals. This desert fortress is sustained by unlimited hydrocarbon resources, bringing fabulous wealth to its intoxicated rulers and sedating the inhabitants. Minarets serve as watchtowers of orthodoxy and dogma. The fortress has also remained strong because of a protective alliance with a foreign power, the United States (US), that chooses a romanticised vision of a kingdom that offers harmonious exchange and a false sense of security.

But the waves of revolution, dissent and sedition are lashing against the fortress’s very foundations, deepening cracks of this political structure built on shifting sand. King Abdullah and his thousands of royal brothers, nephews and assorted hangers-on have watched the fall of fellow dictators, Zine El Abidine Ben Ali of Tunisia and Hosni Mubarak of Egypt. Others in their death throes, like Muammar Al Gaddafi of Libya and Ali Abdullah Saleh in Yemen, refuse to see the writing on the wall. The Saudi Royals’ younger brother King Hamad bin Isa Al Khalifah of Bahrain, kowtowing to Saudi diktat, has now made his choice by inviting Saudi military into his troubled land. Even the docile Jordanian monarch Abdullah II and his normally forgotten brotherly neighbour Sultan Qaboos bin Said Al Said of Oman are floundering.

No state in the Arab world is being spared the sudden wrath of its people. The old strategic criteria of dividing the region on the basis of oil versus non-oil states, or of alliances with the United States, now fails to hold water. There are no longer any guarantees, with or without American support, for protecting regional rulers from the legitimate demands of their people. The people have made common cause, rising from years of misrule and repression, through the use of new technologies in new media adopted by young people. The demographics of the population are simply too lopsided in favour of younger generations versus the old ruling oligarchy. All these factors are plentiful in the Kingdom of Saudi Arabia: a youthful majority, an abundance of computers, and deepening social and political resentments and alienation.

The Saudi Kingdom contains within its fortress walls a deeper rot: an arbitrary coercive and corrupt system that denies its subjects its fundamental political rights and social justice. The Saudi royals do not even grasp what it is that their people are demanding. Facebook, YouTube and Twitter have all helped bring down the walls of opacity. The seventy percent of the Kingdom’s population who are under the age of thirty are predominantly Internet savvy.

They are asking for the creation of a constitutional monarchy, parliamentary elections, the release of thousands of political prisoners being held without trial or representation, an end to the endemic and massive royal corruption, reform of the judiciary and the minimising of perks and privileges afforded the 22,000 members of the House of Saud, as well as meeting demands to curtail the influence of the religious establishment.

Talk of a ‘Day of Rage’ scheduled for March 11 captured the world’s attention. To stop the increasingly corrosive developments, the Saudi state has equipped itself with the biggest carrot and largest stick in the Arab world. The carrot comprises the king’s promise of 37 billion dollars to his country’s agitated younger generations – a fifteen percent pay raise for government employees, aid for students and the unemployed, and access to sport clubs - something that only a Croseus-rich monarch like King Abdullah could hope to deliver. Nowhere are subjects offered such largess to buy off their loyalties.

Since thousands of voices using Twitter, Facebook and YouTube expressed ingratitude for such a ‘benevolent’ act, the state then decided to deploy its catch-all religious fall-back to warn its subjects that demonstrations and protests are un- Islamic. Using the pretext of the Saudi Kingdom as the ultimate guardian of the Islamic faith and custodian of the holy mosques, the state claimed to be protecting its population from the sins of other Middle Eastern youth. There have been in recent days mass arrests of those calling for reform, and multiple websites have been blocked. The Saudi bogeyman, thousands of security forces backed by armour on the street and helicopters hovering over city skies, act as an iron-fisted warning against any dissent. The Saudi rulers are beyond the reproach of their people.

Meanwhile the United States, traditional protector and ‘custodian of the holy oil fields,’ has lapsed into diplomatic torpor. The US has guarded the Kingdom from external threats through the sales of hundreds of billions of dollars of high-tech arms. Since 1945, the stationing of American forces in Dhahran near the critical oil fields have been crucial for Saudi security and are the lifeblood of American and world economy. The US never alluded to the subject of democracy in its support of the Saudi rulers and deliberately did not deal with the people, remaining constant in their policy for the survival of the Al Saud. The pact between Riyadh and Washington was to always protect the Kingdom’s fortress and not to get embroiled with the multitude of tribes, sects, regions, and ethnic groups.

The big carrot and stick have bought the Saudi rulers a temporary sense of control. But the faces of millions of screaming, self-liberated Arabs beaming at them on the screens of Al Jazeera have increased the tension. Prince Naif, interior minister and crown prince in waiting, may continue to repeat the Kingdom’s slogan: “What we took by the sword, we will hold by the sword.” But the traditional sword is dull, limited, and unable to meet the challenges of the moment. The Saudi rulers are also using the sectarian discourse both for the US and for their Sunni populations, portraying the Shi’a as the scary spectre seeking dominance and a dangerous alliance with Iran. They also are using the divide and rule policy to warn their Sunni population against the internal Shi’a enemy.

The most challenging group to the Saudi rulers is currently the Shi’a, who constitute 75 percent of the population in the Eastern Province, the Kingdom’s main oil-producing region. The Shi’a were also the first to respond to the eruptions of demonstrations in the Arab region despite the legal ban on demonstrations. The Shi’a have experienced loss of lives and imprisonment since 1979 because of their defiance.

The strategic regional predominance of Saudi Arabia through its oil wealth has allowed the country’s rulers to freeze reform. This policy offers temporary political respite for the kingdom, but the frozen body politic is brittle and can easily break. The danger is that continued repression of peaceful protests can lead to violence and radicalisation. At the moment, Islamic extremism and Al Qaeda have no space in the Arab movements of the people, but if this desperation continues to be confined to computer screens while political representation and expression is forbidden, then Al Qaeda will find renewed space.

Saudi Shi’ites Protests in Oil Province

Saudi Shi’ites have started staging small protests in the kingdom’s Eastern Province, the source of much of the Gulf Arab state’s oil wealth.

The top oil exporter and U.S. ally has so far avoided unrest like in Egypt or Tunisia but Shi’ite protests have made markets worried whether Saudi Arabia is insulated from larger anti-government demonstrations.

Saudi Arabia applies the Wahhabi austere version of Sunni Islam, and minority Shi’ites say that, while their situation has improved slightly under reforms launched by King Abdullah, they still face many restrictions and discrimination. The government denies these charges.

WHAT DO SAUDI SHI’ITES DEMAND?

Shi’ites have long complained of second class status in the absolute monarchy. They also want the release of Shi’ite prisoners, some of whom were arrested during previous protests.

Shi’ites, who make up to 15 percent of the 19 million Saudi population, say they are not represented in the cabinet, they struggle to land senior government and security jobs and are viewed as heretics or even agents of Iran by the Saudi authorities and hardline Sunni clerics.

Despite being home to most of Saudi Arabia’s oil wealth, the Eastern Province is less affluent than the capital Riyadh or other Saudi cities. The government has announced investments in the Shi’ite main Gulf coast stronghold of Qatif, but Shi’ites say their villages are underdeveloped and neglected.

Under reforms started by King Abdullah, Shi’ites say they can now practice their faith relatively freely in Qatif but want recognition and equal benefits enjoyed by Sunni counterparts.

In petitions and meeting with top officials, Shi’ites have demanded for years to open mosques and worship places outside Qatif. The port city of Dammam has only one Shi’ite mosque and nearby Khobar none despite many Shi’ites living there.

Authorities have closed at least nine places of worship in Khobar and the Ahsa region, the U.S. government said in a report in November. Shi’ite activists say authorities have signalled since protests started that places of worship in Khobar might be allowed but caution that similar promises were made in the past.

 

CAN SHI’ITES PROTESTS GET LARGER?

Since protests started in the Qatif area the marches have grown, drawing up to 200 each time and spreading to Hofuf, more than 100 kilometres south of Qatif.

Moderate Shi’ite leaders say they struggle to restrain frustrated young people emboldened by protests of their brethern against the Sunni Al Khalifa ruling family in nearby Bahrain.

“All the oil comes from here but we don’t benefit. We want jobs, housing,” shouted a young man at a protest in Qatif last week.

But the protests are still smaller and more peaceful than in 2009 when hundreds of Shi’ites clashed with police after firebrand preacher Nimr al-Nimr broke a taboo by suggesting that Shi’ites could one day seek their own state — a call heard only rarely since the 1979 Iranian revolution, which stirred unrest among Saudi Shi’ites.

Shi’ite leaders who went into exile after the 1979 protests returned in the 1990s under a deal with the government.

But Iran’s rising influence, especially since the 2003 U.S. invasion of Iraq, which empowered that country’s Shi’ite majority, has also revived official fears that Shi’ites could become a fifth column against the Saudi state.

Protesters this time have held up posters saying they do not want to overthrow the government.

Several Shi’ite leaders have signed petitions together with moderate Sunni activists across the country asking the king to hold elections in the absolute monarchy which has no elected parliament.

Many young Shi’ites say they back a general call by activists on Facebook to stage a “Day of Rage” across Saudi Arabia on Friday but it is unclear how many will respond as the government has warned that such protests are illegal.

 

WHAT ARE THE CHANCES OF PROTESTS AFFECTING OIL FACILITIES?

Many Shi’ites in the eastern province work in the oil industry, especially at state giant Saudi Aramco so they have no interest in disrupting oil flows and their livelihood. Their conditions are better than Shi’ites in Bahrain or Iraq as they still benefit from a welfare state though complain they get less than Sunnis. An estimated 10,000 Shi’ites study abroad on government grants.

HOW MANY SHI’ITES LIVE IN SAUDI ARABIA ?

There are no official figures. Government officials say less than 10 percent of Saudis are Shi’ites but human rights activists and diplomats put it up to 12-15 percent. Most Shi’ites live in the east near Bahrain, where Shi’ites challenge the Sunni government but there are also Shi’ites living in the holy city of Medina and some in Jeddah in western Saudi Arabia.

Shi’ites of the Ismaili sect are in the majority in Najran near the Yemen border, where no protests have been reported yet. Their community leaders say they face restrictions in getting senior state jobs but authorities have reached out more to them to win their loyalty in the volatile Yemen border region.

Saudi Shi’ites Hold Small Eastern Province Protest

Saudi Shi’ites have held a small protest in the kingdom’s oil-producing eastern province, close to Gulf Arab neighbour Bahrain where unrest has cost six lives, local Shi’ite sources said on Saturday.

They said a group of Shi’ites staged a protest on Thursday in the town of Awwamiya, near the Saudi Shi’ite centre of Qatif on the Gulf coast, to demand the release of fellow Shi’ites held in prison without trial.

Top OPEC exporter Saudi Arabia fears that unrest in Bahrain, where majority Shi’ites are protesting against the Sunni government, might spread to its Shi’ite minority who mostly live in the eastern province, the source of Saudi oil wealth.

Shi’ite website Rasid.com said protesters gathered in the centre of the small town but stayed silent and did not hold up any posters to avoid provoking the authorities.

Saudi Arabia applies an austere Wahhabi version of Sunni Islam and minority Shi’ites say that, while their situation has improved under reforms launched by King Abdullah, they still face restrictions in landing senior government jobs.

The government denies these charges.

Awwamiya, a town visibly less affluent than the rest of the country, was the scene of protests for weeks in 2009 after police launched a search for firebrand Shi’ite preacher Nimr al-Nimr, who breached a taboo to suggest in a sermon that Shi’ites could one day seek their own separate state.

The threat, which analysts say was unprecedented since the 1979 Iranian revolution provoked anti-Saudi protests, followed clashes between the Sunni religious police and Shi’ite pilgrims near the tomb of Prophet Mohammad in the holy city of Medina.

Since then Saudi Shi’ites say the situation has calmed down but they are still waiting for many reform promises to be carried out.

Officials say Shi’ites make up 10 percent of the Saudi population, though diplomats put it closer to 15 percent.

Saudi Ideology and the Inevitability of Violence

The growth of Saudi religious ideology is an indicator of instability in a country. As the religious ideology increases, armed conflict between the various segments of society becomes a big possibility.

There are two main observations concerning Saudi Wahabi religious influence:

Firstly, the presence and growth of saudi ideology will ultimately result in instability and eventually result in armed civil conflict. Yemen and Pakistan are prime examples.

This is due to the fact that Wahabism is intolerant to differing views which exist inside and out side of Islam. Everyone is considered an infidel excluding their followers.

Historically, Wahabism was used as a tool by regimes in order to intimidate and crush their opponents.

In the past Saudi Arabia was able to control and manipulate Wahabism, but a Wahabi insurgency against the Royal family from 2002-2008  clearly shows that this movement is uncontrollable.

Wahabi group activity is mostly accompanied by social disorder and violence. There are so many examples, which illustrate this point. Take Algeria in the late 1970s, which saw an insurgency that killed tens of thousands of innocent civilians. The primary cause of, which was Saudi Arabia’s investment in and propagation of Wahabism.

Morocco, a country which enjoys  a friendly relationship with the Saudi kings has also witnessed an explosion of Salafi movements and new Al Qaeda cells pop up every now and again because of Saudi money. These movements have grown out of control and regularly make violent threats to the Government in Morroco..

In short, Wahabism causes social instability and violence in the Arab and Islamic world.

A close examination of history teaches us that Saudi political influence usually leads to civil wars. Yemen, Pakistan and Iraq obvious examples.

In those countries, Saudi Wahabi ideology was exported in order to strengthen saudi influence. When Saudi Arabia’s influence declines (as is the case right now) Wahabism is used in retribution and ultimately leading to chaos and destruction. Wahabism is used as a tool  of death and not as tool for political penetration.

Wahabism was used in Iraq in order to reinforce Saudi foreign policy, whose goal was to sabotage the political process and not to build political influence. This resulted in civil war breaking out in the country, coupled with sectarian cleansing of central Iraq.

Those that use Wahabism as a tool to fight their opponents ultimately became its victims.

Wahabism was also used in Lebanon, in Nahr Al Barid against Hizbollah in order to strengthen and reaffirm Saudi influence.

It was also used in Gaza, with the financial and military backing of both Saudi Arabia and Egypt.  In the end, the Wahabis set up an Islamic State in Rafah!!! They took up arms against  Hamas and this ultimately lead to their downfall.

The Saudi Government continues to summon the Wahabis in other parts of the world, including Iran where it funds Jundullah as part of its regional conflict with Iran. Lets not forget Bandar Bin Sultan’s open threat to use Al Qaeda on Britian in February 2008, as the Guardian newspaper reported.

Secondly, many regimes are deluded into thinking that they can easily use Wahabism against their opponents. Part of Wahabism is subservient to authotarian regimes, regards them as legitimate rules and prohibits their attack, unless they openly commit kufr.

Yes, Wahabism is scary and attractive to those who have aspirations in using it, especially since its leaders can be easily deceived and manipulated into waging war, by using sectarianism to provoke the Wahabis.

Ali Abdullah Saleh frequently used this tactic. He unleashed the Wahabis and Al Qaeda on his opponents in the South and then unleashed them against his Zaidi opponents in the North. In the end Al Qaeda turned on him then it turned its attention to America. The Americans have regularly demanded that Ali Abdullah Saleh confront Al Qaeda, but this policy does not serve his interests. It also did not serve the interests of the rulers of Pakistan, when they violently confronted the extremist Wahabis in Waziristan and Swat Valley.

The same thing happened to the Sunni Arabs in Iraq, who are mostly followers of the Sunni Hanafi sect. They embraced Wahabism and Al Qaeda once they entered their country in order to strengthen their position after losing power. What happened next was a familiar story. The Wahabis waged war on everyone, the Americans, Shia, Kurds, Christians and their Sunni patrons, under the guise of the “Islamic State of Iraq”. The killing continues till this day.
